Kelly has over 31 years of experience as an intellectual property attorney. His legal practice focuses on intellectual property and technology law with an emphasis on patent prosecution, licensing, and intellectual property portfolio management in a variety of technology areas, including nanotechnology, computer software and electronic hardware, information technology, artificial intelligence/neural networks, telecommunications, network applications, clean energy technologies, authentication, e-commerce, display technologies, and enhanced oil recovery.  He has extensive experience with the drafting and negotiation of all types of intellectual property and technology transactions and agreements.  Kelly served as President of the Texas Nanotechnology Initiative and on the Advisory Boards of the Nanomaterials Applications Center, Nanotechnology Law & Business, the Science, Technology & Society Program at the University of Texas at Austin, and the Energy & Clean Technology Advisory Board for the Energy & Clean Technology Venture Forum on behalf of the Rice Alliance for Technology and Entrepreneurship.  He received his J.D. and M.B.A. degrees from the University of Houston after earning a B.S. degree in Electrical Engineering from Texas A&M University.  Prior to becoming an attorney, Kelly worked as a telecommunications engineer with Exxon Company, U.S.A. and Yemen Hunt Oil Company.
